                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to a study on the use of Fort Bliss for Texas National
 1-2     Guard training.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  (a)  The adjutant general shall conduct a study
 1-5     of the Texas National Guard's use of Fort Bliss Military
 1-6     Reservation in El Paso for training activities.  The study shall
 1-7     include a review and analysis of the efficiency and effectiveness
 1-8     of training operations and a statement of the number, condition,
 1-9     and organization of the members of the Texas National Guard that
1-10     participate in training activities at Fort Bliss.
1-11           (b)  The adjutant general shall report the findings of the
1-12     study conducted under this Act to the governor, lieutenant
1-13     governor, and speaker of the house of representatives not later
1-14     than January 1, 2001.
1-15           SECTION 2.  This Act takes effect September 1, 1999, and
1-16     expires September 1, 2001.
1-17           SECTION 3.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended.
