No. 1379 76R7270 BDH-D A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to a study on the use of Fort Bliss for Texas National 1-3 Guard training. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. (a) The adjutant general shall conduct a study 1-6 of the Texas National Guard's use of Fort Bliss Military 1-7 Reservation in El Paso for training activities. The study shall 1-8 include a review and analysis of the efficiency and effectiveness 1-9 of training operations and a statement of the number, condition, 1-10 and organization of the members of the Texas National Guard that 1-11 participate in training activities at Fort Bliss. 1-12 (b) The adjutant general shall report the findings of the 1-13 study conducted under this Act to the governor, lieutenant 1-14 governor, and speaker of the house of representatives not later 1-15 than January 1, 2001. 1-16 SECTION 2. This Act takes effect September 1, 1999, and 1-17 expires September 1, 2001. 1-18 SECTION 3. The importance of this legislation and the 1-19 crowded condition of the calendars in both houses create an 1-20 emergency and an imperative public necessity that the 1-21 constitutional rule requiring bills to be read on three several 1-22 days in each house be suspended, and this rule is hereby suspended.
