By: Shapleigh S.B. No. 1386 A BILL TO BE ENTITLED AN ACT 1-1 relating to a review and study of the effects of formulas for state 1-2 funding on programs and institutions in the national border area. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. The comptroller of public accounts shall: 1-5 (1) review the formulas used to determine state 1-6 funding of programs and institutions in counties that share a 1-7 border with the United Mexican States; 1-8 (2) study how state funding of programs and 1-9 institutions in those counties under the formulas, as compared to 1-10 state funding of programs and institutions in other areas of the 1-11 state: 1-12 (A) affects economic development efforts in 1-13 those counties; 1-14 (B) assists or hinders those counties and the 1-15 residents and businesses in those counties in sustaining the 1-16 financial burdens that result from trade agreements between the 1-17 United States and the United Mexican States; 1-18 (C) affects educational opportunities in those 1-19 counties; 1-20 (D) affects the state of public health in those 1-21 counties; and 1-22 (E) affects the mission or purpose of each 1-23 state-funded program or institution; and 1-24 (3) before September 1, 2000, report the results of 2-1 the study required by this section to the governor, the lieutenant 2-2 governor, the speaker of the house of representatives, and the 2-3 commissioners court of each county that shares a border with the 2-4 United Mexican States. 2-5 SECTION 2. The importance of this legislation and the 2-6 crowded condition of the calendars in both houses create an 2-7 emergency and an imperative public necessity that the 2-8 constitutional rule requiring bills to be read on three several 2-9 days in each house be suspended, and this rule is hereby suspended, 2-10 and that this Act take effect and be in force from and after its 2-11 passage, and it is so enacted.
