By Shapleigh S.B. No. 1386 Substitute the following for S.B. No. 1386: By Pickett C.S.S.B. No. 1386 A BILL TO BE ENTITLED 1-1 AN ACT 1-2 relating to a review and study of the effects of formulas for state 1-3 funding on programs and institutions. 1-4 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-5 SECTION 1. The comptroller of public accounts shall: 1-6 (1) review the formulas used to determine state 1-7 funding of programs and institutions among Texas counties and how 1-8 the funding is distributed under those formulas; 1-9 (2) study how state funding of programs and 1-10 institutions under the formulas: 1-11 (A) affects economic development efforts; 1-12 (B) assists or hinders residents and businesses 1-13 in sustaining the financial burdens that result from global 1-14 economic competition; 1-15 (C) affects educational opportunities; 1-16 (D) affects the state of public health; and 1-17 (E) affects the mission or purpose of each 1-18 state-funded program or institution; and 1-19 (3) before September 1, 2000, report the results of 1-20 the study required by this section to the governor, the lieutenant 1-21 governor, the speaker of the house of representatives. 1-22 SECTION 2. The importance of this legislation and the 1-23 crowded condition of the calendars in both houses create an 2-1 emergency and an imperative public necessity that the 2-2 constitutional rule requiring bills to be read on three several 2-3 days in each house be suspended, and this rule is hereby suspended, 2-4 and that this Act take effect and be in force from and after its 2-5 passage, and it is so enacted.
