 1-8                            A BILL TO BE ENTITLED
 1-9                                   AN ACT
1-10     relating to the composition of the El Paso County Juvenile Board.
1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-12           SECTION 1.  Subsection (a), Section 152.0771, Human Resources
1-13     Code, is amended to read as follows:
1-14           (a)  The juvenile board of El Paso County is composed of:
1-15                 (1)  the county judge;
1-16                 (2)  each family district court judge;
1-17                 (3)  each juvenile court judge;  [and]
1-18                 (4)  up to five judges on the "El Paso Council of
1-19     Judges" to be elected by [a] majority vote of that [said] council;
1-20                 (5)  a municipal judge from El Paso County selected by
1-21     the chairman of the juvenile board of El Paso County; and
1-22                 (6)  a justice of the peace in El Paso County selected
1-23     by the chairman of the juvenile board of El Paso County.
1-24           SECTION 2.  This Act takes effect September 1, 1999.
1-25           SECTION 3.  The importance of this legislation and the
1-26     crowded condition of the calendars in both houses create an
1-27     emergency and an imperative public necessity that the
1-28     constitutional rule requiring bills to be read on three several
1-29     days in each house be suspended, and this rule is hereby suspended.
