                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to automated bingo services and the regulation of
 1-3     automated bingo games.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 2, Bingo Enabling Act (Article 179d,
 1-6     Vernon's Texas Civil Statutes), is amended by amending Subdivision
 1-7     (25) and adding Subdivision (30) to read as follows:
 1-8                 (25)  "Automated bingo services" means a computerized
 1-9     [computer program or] system for:
1-10                       (A)  conducting and playing automated bingo;
1-11                       (B)  registering and tracking bingo game cards,
1-12     [or accounting for] bingo sales, prizes, inventory, and prize fees;
1-13                       (C)  [, for] generating required reports to the
1-14     commission;[,] and
1-15                       (D)  [for] providing the conductor of a bingo
1-16     game with other information requested for accounting or other
1-17     business purposes.
1-18                 (30)  "Automated bingo" means bingo conducted using
1-19     automated bingo services and played using coded bingo paper
1-20     approved by the commission.
1-21           SECTION 2.  Section 11(f), Bingo Enabling Act (Article 179d,
1-22     Vernon's Texas Civil Statutes), is amended to read as follows:
1-23           (f)  A series of prizes offered or awarded on any one bingo
1-24     occasion for bingo games other than instant bingo or automated
 2-1     bingo may not aggregate more than $2,500.
 2-2           SECTION 3.  This Act takes effect September 1, 1999.
 2-3           SECTION 4.  The importance of this legislation and the
 2-4     crowded condition of the calendars in both houses create an
 2-5     emergency and an imperative public necessity that the
 2-6     constitutional rule requiring bills to be read on three several
 2-7     days in each house be suspended, and this rule is hereby suspended.
