                                A BILL TO BE ENTITLED
 1-1                                   AN ACT
 1-2     relating to financial assistance for residential hookups to water
 1-3     and wastewater services in economically distressed areas.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter K, Chapter 17, Water Code, is amended
 1-6     by adding Section 17.9345 to read as follows:
 1-7           Sec. 17.9345.  RESIDENTIAL HOOKUPS.  The board may provide
 1-8     financial assistance to a political subdivision under this
 1-9     subchapter for the purpose of making loans to individuals to pay
1-10     costs of:
1-11                 (1)  connecting a private residence to a water or sewer
1-12     line;
1-13                 (2)  fees or permits required for residential
1-14     connections;
1-15                 (3)  indoor plumbing lines and fixtures; and
1-16                 (4)  installation of indoor plumbing lines and
1-17     fixtures.
1-18           SECTION 2.  This Act takes effect on the date on which the
1-19     constitutional amendment proposed by ____J.R. No.____, 76th
1-20     Legislature, Regular Session, 1999, takes effect.  If that
1-21     amendment is not approved by the voters, this Act has no effect.
1-22           SECTION 3.  The importance of this legislation and the
1-23     crowded condition of the calendars in both houses create an
1-24     emergency and an imperative public necessity that the
 2-1     constitutional rule requiring bills to be read on three several
 2-2     days in each house be suspended, and this rule is hereby suspended.
