                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to the legal description of land in the Lubbock Reese
 1-2     Redevelopment Authority.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subchapter A, Chapter 396, Local Government Code,
 1-5     is amended by amending Section 396.009 and adding Section 396.010
 1-6     to read as follows:
 1-7           Sec. 396.009.  DESCRIPTION OF TRACTS.  TRACT 1:  (CITY OF
 1-8     LUBBOCK)
 1-9           All of Section 4 and the East 1/2 of Section 26, except that
1-10     part of said Sections lying South of the North right of way line of
1-11     State Highway No. 290 as same now exists; and the South 1/2 of
1-12     Section 25, all in Block D-6; and the Southeast 1/4 of Section 48,
1-13     Block P, all in Lubbock County, Texas, containing 1,387.66 acres
1-14     more or less.

1-16           All of the Northeast 1/4 of Section 48, Block P, and the West
1-17     25 acres of the North 1/2 of Section 25, Block D-6, Lubbock County,

96-13    of 1500 feet; thence north 88 55' west, parallel to the north line
96-14    of Section 33, a distance of 1870 feet; thence north 02 23' east, a

96-21          Sec. 2311.027.  FINDINGS RELATED TO TRACTS.  The legislature
96-22    finds that the authority includes the tracts of land specifically
96-23    described by Section 2311.026 and includes all other real property,
96-24    related interests, including fee interests, perpetual and other
96-25    easements, licenses, leases, and any other property used in
96-26    connection with or comprising Reese Air Force Base and as may be
 97-1    shown by instruments recorded in the real property records of
 97-2    Lubbock and Terry counties.  The property within the jurisdictional
 97-3    boundaries of the authority excludes any property previously
 97-4    transferred by the United States of America pursuant to conveyances
 97-5    of record in Lubbock and Terry counties.
 97-6          SECTION 3.  (a)  Except as provided by Subsections (b) and
 97-7    (c) of this section, this Act takes effect September 1, 1999.
 97-8          (b)  Section 1 of this Act takes effect only if the Act of
 97-9    the 76th Legislature, Regular Session, 1999, relating to
97-10    nonsubstantive additions to and corrections in enacted codes takes
97-11    effect.
97-12          (c)  Section 2 of this Act takes effect only if the Act of
97-13    the 76th Legislature, Regular Session, 1999, relating to
97-14    nonsubstantive additions to and corrections in enacted codes does
97-15    not take effect.
97-16          SECTION 4.  The importance of this legislation and the
97-17    crowded condition of the calendars in both houses create an
97-18    emergency and an imperative public necessity that the
97-19    constitutional rule requiring bills to be read on three several
97-20    days in each house be suspended, and this rule is hereby suspended.
