                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to the legal description of land in the Lubbock Reese
 1-2     Redevelopment Authority.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 396.009, Local Government Code, is
 1-5     amended to read as follows:
 1-6           Sec. 396.009.  DESCRIPTION OF TRACTS.  TRACT 1:  (CITY OF
 1-7     LUBBOCK)
 1-8           All of Section 4 and the East 1/2 of Section 26, except that
 1-9     part of said Sections lying South of the North right of way line of
1-10     State Highway No. 290 as same now exists; and the South 1/2 of
1-11     Section 25, all in Block D-6; and the Southeast 1/4 of Section 48,
1-12     Block P, containing 1,387.66 acres more or less.
1-13     TRACT 2:  (FROM BETTIE LINDSEY, et al)
1-14           All of the Northeast 1/4 of Section 48, Block P, and the West
1-15     25 acres of the North 1/2 of Section 25, Block D-6, Lubbock County,
1-16     Texas, containing 185 acres of land more or less.

 96-6          SECTION 3.  (a)  Except as provided by Subsections (b) and
 96-7    (c) of this section, this Act takes effect September 1, 1999.
 96-8          (b)  Section 1 of this Act takes effect only if the Act of
 96-9    the 76th Legislature, Regular Session, 1999, relating to
96-10    nonsubstantive additions to and corrections in enacted codes takes
96-11    effect.
96-12          (c)  Section 2 of this Act takes effect only if the Act of
96-13    the 76th Legislature, Regular Session, 1999, relating to
96-14    nonsubstantive additions to and corrections in enacted codes does
96-15    not take effect.
96-16          SECTION 4.  The importance of this legislation and the
96-17    crowded condition of the calendars in both houses create an
96-18    emergency and an imperative public necessity that the
96-19    constitutional rule requiring bills to be read on three several
96-20    days in each house be suspended, and this rule is hereby suspended.
