1-12           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-13           SECTION 1.  Subchapter A, Chapter 396, Local Government Code,
1-14     is amended by amending Section 396.009 and adding Section 396.010
1-15     to read as follows:
1-16           Sec. 396.009.  DESCRIPTION OF TRACTS.  TRACT 1:  (CITY OF

37-19          Sec. 2311.027.  FINDINGS RELATED TO TRACTS.  The legislature
37-20    finds that the authority includes the tracts of land specifically
37-21    described by Section 2311.026 and includes all other real property,
37-22    related interests, including fee interests, perpetual and other
37-23    easements, licenses, leases, and any other property used in
37-24    connection with or comprising Reese Air Force Base and as may be
37-25    shown by instruments recorded in the real property records of
37-26    Lubbock and Terry counties.  The property within the jurisdictional
37-27    boundaries of the authority excludes any property previously
37-28    transferred by the United States of America pursuant to conveyances
37-29    of record in Lubbock and Terry counties.
37-30          SECTION 3.  (a)  Except as provided by Subsections (b) and
37-31    (c) of this section, this Act takes effect September 1, 1999.
37-32          (b)  Section 1 of this Act takes effect only if the Act of
37-33    the 76th Legislature, Regular Session, 1999, relating to
37-34    nonsubstantive additions to and corrections in enacted codes takes
37-35    effect.
37-36          (c)  Section 2 of this Act takes effect only if the Act of
37-37    the 76th Legislature, Regular Session, 1999, relating to
37-38    nonsubstantive additions to and corrections in enacted codes does
37-39    not take effect.
37-40          SECTION 4.  The importance of this legislation and the
37-41    crowded condition of the calendars in both houses create an
37-42    emergency and an imperative public necessity that the
37-43    constitutional rule requiring bills to be read on three several
37-44    days in each house be suspended, and this rule is hereby suspended.
