AN ACT 1-1 relating to the retention or refund of certain money collected or 1-2 received by a state agency. 1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-4 SECTION 1. Section 403.077, Government Code, is amended by 1-5 adding Subsection (f) to read as follows: 1-6 (f) Before paying a refund under this section, the 1-7 comptroller: 1-8 (1) shall: 1-9 (A) credit the amount due to the person claiming 1-10 the refund against any other amount finally determined to be due to 1-11 the state from the person according to information in the custody 1-12 of the comptroller; and 1-13 (B) refund the remainder; and 1-14 (2) may transfer money from one fund or account to 1-15 another for a purpose described by Subdivision (1). 1-16 SECTION 2. The importance of this legislation and the 1-17 crowded condition of the calendars in both houses create an 1-18 emergency and an imperative public necessity that the 1-19 constitutional rule requiring bills to be read on three several 1-20 days in each house be suspended, and this rule is hereby suspended, 1-21 and that this Act take effect and be in force from and after its 1-22 passage, and it is so enacted. _______________________________ _______________________________ President of the Senate Speaker of the House I hereby certify that S.B.
