                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to exceptions to requirements governing the authorization
 1-2     of an interbasin transfer.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subsection (v), Section 11.085, Water Code, is
 1-5     repealed.
 1-6           SECTION 2.  (a)  This Act applies only to an application for
 1-7     a water right, or an amendment to a permit, certified filing, or
 1-8     certificate of adjudication, authorizing an interbasin transfer of
 1-9     water that is accepted for filing on or after the effective date of
1-10     this Act.
1-11           (b)  An application for a water right, or an amendment to a
1-12     permit, certified filing, or certificate of adjudication,
1-13     authorizing an interbasin transfer of water that is accepted for
1-14     filing before the effective date of this Act is governed by the law
1-15     in effect immediately before the effective date of this Act, and
1-16     the former law continues in effect for that purpose.
1-17           SECTION 3.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended,
1-22     and that this Act take effect and be in force from and after its
 2-1     passage, and it is so enacted.
