                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to a student transportation fee at Texas Tech University.
 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-3           SECTION 1.  CHAPTER 54, TEXAS EDUCATION CODE, is amended by
 1-4     adding a new Section 54.5101 to read as follows:
 1-5           Section 54.5101  STUDENT TRANSPORTATION FEE:  TEXAS TECH
 1-6     UNIVERSITY  (a)  If approved by student vote, the board of regents
 1-7     of Texas Tech University may charge each student enrolled in the
 1-8     university a transportation fee not to exceed $40 per semester of
 1-9     the regular term and $20 per six-week summer term.
1-10           (b)  The board may not increase the amount of the
1-11     transportation fee by more than 10% in any academic year unless the
1-12     amount of increase is approved by a majority of the students voting
1-13     in an election held for that purpose.
1-14           (c)  A student transportation fee imposed under this section
1-15     is not counted in determining the maximum student services fee
1-16     which may be charged under Section 54.503 of this subchapter.
1-17           SECTION 2.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended,
1-22     and that this Act take effect and be in force from and after its
 2-1     passage, and it is so enacted.
