                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to speed limits within 500 feet of a school.
 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-3           SECTION 1.  Section 545.353 (d), Transportation Code, is
 1-4     amended to read as follows:
 1-5           (d)  The commission may not:
 1-6                 (1)  modify the rules established by Section
 1-7     545.351(b);
 1-8                 (2)  establish a speed limit of more than 70 miles per
 1-9     hour; or
1-10                 (3)  increase the speed limit for a vehicle described
1-11     by Section 545.352(b)(5).
1-12                 (4)  establish a speed limit of more than 20 miles per
1-13     hour within 500 feet of a public or private elementary or secondary
1-14     school.
1-15           SECTION 2.  The importance of this legislation and the
1-16     crowded condition of the calendars in both houses create an
1-17     emergency and an imperative public necessity that the
1-18     constitutional rule requiring bills to be read on three several
1-19     days in each house be suspended, and this rule is hereby suspended.
