                                A BILL TO BE ENTITLED
                                       AN ACT
1-1 relating to burials in the State Cemetery.
1-2 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-3 SECTION 1. Subsection (e), Section 2165.256, Government
1-4 Code, is amended to read as follows:
1-5 (e) The committee shall review proclamations under
 1-6 Subsection (d)(4) and resolutions under Subsection (d)(5). A
1-7 person specified in a proclamation or resolution is eligible for
1-8 burial in the State Cemetery only if the committee, following its
1-9 review, finds that the person specified made a significant
1-10 contribution to Texas history and only if, based on that finding,
1-11 the committee approves the person's burial in the cemetery. The
1-12 committee may by order authorize a burial under Subsection (d)(6)
1-13 [only during a period in which the legislature is not convened in
1-14 regular or special session and] only if the committee finds that
1-15 the person made a significant contribution to Texas history.
1-16 SECTION 2. This Act takes effect September 1, 1999.
1-17 SECTION 3. The importance of this legislation and the
1-18 crowded condition of the calendars in both houses create an
1-19 emergency and an imperative public necessity that the
1-20 constitutional rule requiring bills to be read on three several
1-21 days in each house be suspended, and this rule is hereby suspended.
