                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to municipal governing body confirmation of appointments
 1-2     to a venue district board.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 335.031(b), Local Government Code, is
 1-5     amended to read as follows:
 1-6     (b)  The board is appointed by the mayors or county judges, or both
 1-7     as appropriate, of the political subdivisions that create the
 1-8     district in accordance with the concurrent order.  Appointments by
 1-9     the mayors of municipalities shall be subject to confirmation by
1-10     the municipalities' governing bodies.
1-11           SECTION 2.  EMERGENCY.  The importance of this legislation
1-12     and the crowded condition of the calendars in both houses create an
1-13     emergency and an imperative public necessity that the
1-14     constitutional rule requiring bills to be read on three several
1-15     days in each house be suspended, and this rule is hereby suspended.
