                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to requiring the Texas Commission on the Arts to use
 1-2     private gifts and donations to promote the development of the arts
 1-3     in certain municipalities located near an international border.
 1-4           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Subchapter B, Chapter 444, Government Code, is
 1-6     amended by adding Section 444.031 to read as follows:
 1-7           Sec. 444.031.  BORDER ARTS INITIATIVE.  The commission shall
 1-8     develop a program under which the commission will use gifts,
 1-9     grants, and in-kind donations to provide financial assistance and
1-10     other assistance to promote the development of the arts in
1-11     municipalities with a population of 50,000 or less that are located
1-12     wholly or partially within a county that is located on an
1-13     international border.
1-14           SECTION 2.  The importance of this legislation and the
1-15     crowded condition of the calendars in both houses create an
1-16     emergency and an imperative public necessity that the
1-17     constitutional rule requiring bills to be read on three several
1-18     days in each house be suspended, and this rule is hereby suspended,
1-19     and that this Act take effect and be in force from and after its
1-20     passage, and it is so enacted.
