                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to the operation of the Muenster Hospital District.
 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-3           SECTION 1.  Section 4, Chapter 125, Acts of the 74th
 1-4     Legislature, Regular Session, 1995, is amended to read as follows:
 1-5           Sec. 4. (a)  The Board of Directors consists of nine
 1-6     Directors.  Directors elected at elections held after May, 1997,
 1-7     serve staggered three-year terms.  A regular election for Directors
 1-8     shall be held on the first Saturday in May of each year.  The
 1-9     regular election for Directors shall be ordered by the Board and
1-10     such order shall state the time, place and purpose of the election,
1-11     and the Board shall appoint the presiding judge who shall appoint
1-12     an assistant judge and such clerks as may be required, and such
1-13     election shall be ordered in accordance with Texas Election Code,
1-14     Section 3.005 [at least 45 days prior to the date on which it is to
1-15     be held].  Any person desiring his name to be printed on the ballot
1-16     as a candidate for director shall file an application with the
1-17     secretary of the Board of Directors of the District in accordance
1-18     with Texas Election Code, Section 144.005 [at least 31 days prior to
1-19     the date of election].  Notice of such election shall be published
1-20     one time in a newspaper of general circulation in the area of the
1-21     District in accordance with Texas Election Code, Section
1-22     4.003(a)(1) [at least 36 days before the election].  All vacancies in
 2-1     office shall be filled by a majority vote of the remaining
 2-2     Directors and such appointees shall hold office for the unexpired
 2-3     term for which they were appointed.
 2-4           SECTION 2.  This Act takes effect September 1, 1999.
 2-5           SECTION 3.  The importance of this legislation and the
 2-6     crowded condition of the calendars in both houses create an
 2-7     emergency and an imperative public necessity that the
 2-8     constitutional rule requiring bills to be read on three several
 2-9     days in each house be suspended, and this rule is hereby suspended.
