                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to appraisal review board meetings.
 1-2           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-3           SECTION 1.  Section 6.42, Tax Code, is amended by adding
 1-4     Subsections (d) and (e) to read as follows:
 1-5           (d)  A meeting of the appraisal review board held for the
 1-6     purpose of educating, orientating, or training the board in
 1-7     appraisal district or board operations shall be open to the public.
 1-8     The board shall:
 1-9                 (1)  post notice of the meeting in the time and manner
1-10     required of a governmental body by Section 551.043, Government
1-11     Code; and
1-12                 (2)  allocate a reasonable amount of time for public
1-13     input during the meeting.
1-14           (e)  Subsection (d) does not apply to training and
1-15     educational courses supervised by the comptroller under Section
1-16     5.041.
1-17           SECTION 2.  The importance of this legislation and the
1-18     crowded condition of the calendars in both houses create an
1-19     emergency and an imperative public necessity that the
1-20     constitutional rule requiring bills to be read on three several
1-21     days in each house be suspended, and this rule is hereby suspended,
1-22     and that this Act take effect and be in force from and after its
1-23     passage, and it is so enacted.
