 1-8                            A BILL TO BE ENTITLED
 1-9                                   AN ACT
1-10     relating to appraisal review board meetings.
1-11           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-12           SECTION 1.  Section 6.42, Tax Code, is amended by adding
1-13     Subsections (d) and (e) to read as follows:
1-14           (d)  A meeting of the appraisal review board held for the
1-15     purpose of educating, orientating, or training the board in
1-16     appraisal district or board operations shall be open to the public.
1-17     The board shall:
1-18                 (1)  post notice of the meeting in the time and manner
1-19     required of a governmental body by Section 551.043, Government
1-20     Code; and
1-21                 (2)  allocate a reasonable amount of time for public
1-22     input during the meeting.
1-23           (e)  Subsection (d) does not apply to training and
1-24     educational courses supervised by the comptroller under Section
1-25     5.041.
1-26           SECTION 2.  The importance of this legislation and the
1-27     crowded condition of the calendars in both houses create an
1-28     emergency and an imperative public necessity that the
1-29     constitutional rule requiring bills to be read on three several
1-30     days in each house be suspended, and this rule is hereby suspended,
1-31     and that this Act take effect and be in force from and after its
1-32     passage, and it is so enacted.
