AN ACT
 1-1     relating to creating a recognition day on February 19 in honor of
 1-2     Texas joining the Union.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Subchapter C, Chapter 662, Government Code, is
 1-5     amended by adding Section 662.046 to read as follows:
 1-6           Sec. 662.046.  STATE OF TEXAS ANNIVERSARY REMEMBRANCE DAY
 1-7     (STAR DAY).  (a)  February 19 is State of Texas Anniversary
 1-8     Remembrance Day (STAR Day) in honor of Texas joining the Union and
 1-9     the day that James Pinckney Henderson became the first governor of
1-10     the State of Texas in 1846.
1-11           (b)  State of Texas Anniversary Remembrance Day (STAR Day)
1-12     shall be regularly observed by appropriate and patriotic programs
1-13     in the public schools and other places to properly commemorate the
1-14     annexation of this state and to inspire a greater appreciation for
1-15     the history of this state.
1-16           SECTION 2.  The importance of this legislation and the
1-17     crowded condition of the calendars in both houses create an
1-18     emergency and an imperative public necessity that the
1-19     constitutional rule requiring bills to be read on three several
1-20     days in each house be suspended, and this rule is hereby suspended,
1-21     and that this Act take effect and be in force from and after its
1-22     passage, and it is so enacted.
