No. 1656 1-2 (In the Senate - Filed March 12, 1999; March 15, 1999, read 1-3 first time and referred to Committee on State Affairs; 1-4 March 31, 1999, reported favorably by the following vote: Yeas 8, 1-5 Nays 0; March 31, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to creating a recognition day on February 19 in honor of 1-9 Texas joining the Union. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Subchapter C, Chapter 662, Government Code, is 1-12 amended by adding Section 662.046 to read as follows: 1-13 Sec. 662.046. STATE OF TEXAS ANNIVERSARY REMEMBRANCE DAY 1-14 (STAR DAY). (a) February 19 is State of Texas Anniversary 1-15 Remembrance Day (STAR Day) in honor of Texas joining the Union and 1-16 the day that James Pinckney Henderson became the first governor of 1-17 the State of Texas in 1846. 1-18 (b) State of Texas Anniversary Remembrance Day (STAR Day) 1-19 shall be regularly observed by appropriate and patriotic programs 1-20 in the public schools and other places to properly commemorate the 1-21 annexation of this state and to inspire a greater appreciation for 1-22 the history of this state. 1-23 SECTION 2. The importance of this legislation and the 1-24 crowded condition of the calendars in both houses create an 1-25 emergency and an imperative public necessity that the 1-26 constitutional rule requiring bills to be read on three several 1-27 days in each house be suspended, and this rule is hereby suspended, 1-28 and that this Act take effect and be in force from and after its 1-29 passage, and it is so enacted. 1-30 * * * * *
