No. 1708 1-2 (In the Senate - Filed March 12, 1999; March 15, 1999, read 1-3 first time and referred to Committee on Intergovernmental 1-4 Relations; April 22, 1999, reported favorably by the following 1-5 vote: Yeas 3, Nays 2; April 22, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the imposition of a criminal penalty for a violation of 1-9 a rule concerning the use of county parks. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Section 320.045, Local Government Code, is 1-12 amended to read as follows: 1-13 Sec. 320.045. RULES; PENALTY FOR VIOLATIONS. (a) Subject 1-14 to the approval of the commissioners court, the board may adopt 1-15 reasonable rules concerning the use of any park administered by the 1-16 board. 1-17 (b) A person commits an offense if the person violates a 1-18 board rule adopted under Subsection (a). An offense under this 1-19 subsection is a Class C misdemeanor. 1-20 SECTION 2. This Act takes effect September 1, 1999. 1-21 SECTION 3. The importance of this legislation and the 1-22 crowded condition of the calendars in both houses create an 1-23 emergency and an imperative public necessity that the 1-24 constitutional rule requiring bills to be read on three several 1-25 days in each house be suspended, and this rule is hereby suspended. 1-26 * * * * *
