No. 1747 1-2 (In the Senate - Filed March 12, 1999; March 15, 1999, read 1-3 first time and referred to Committee on Education; April 23, 1999, 1-4 reported favorably by the following vote: Yeas 7, Nays 0; 1-5 April 23, 1999, sent to printer.) 1-6 A BILL TO BE ENTITLED 1-7 AN ACT 1-8 relating to the funding of the Seaborne Conservation Corps or a 1-9 similar program at Texas A&M University at Galveston. 1-10 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: 1-11 SECTION 1. Subchapter C, Chapter 87, Education Code, is 1-12 amended by adding Section 87.207 to read as follows: 1-13 Sec. 87.207. SEABORNE CONSERVATION CORPS. If the board of 1-14 regents of The Texas A&M University System administers a program 1-15 that is substantially similar to the Seaborne Conservation Corps as 1-16 it was administered by the board during the 1998-1999 school year, 1-17 the program is entitled, for each student enrolled, to allotments 1-18 from the Foundation School Program under Chapter 42 as if the 1-19 program were a school district, except that the program has a local 1-20 share applied that is equivalent to the local fund assignment of 1-21 the school district in which the principal facilities of the 1-22 program are located. 1-23 SECTION 2. Funding under Section 87.207, Education Code, as 1-24 added by this Act, for a program covered by that section applies 1-25 beginning with the 1999-2000 school year. 1-26 SECTION 3. The importance of this legislation and the 1-27 crowded condition of the calendars in both houses create an 1-28 emergency and an imperative public necessity that the 1-29 constitutional rule requiring bills to be read on three several 1-30 days in each house be suspended, and this rule is hereby suspended, 1-31 and that this Act take effect and be in force from and after its 1-32 passage, and it is so enacted. 1-33 * * * * *
