                                A BILL TO BE ENTITLED
                                       AN ACT
 1-1     relating to the automatic admission of certain high school
 1-2     graduates to public institutions of higher education.
 1-3           BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-4           SECTION 1.  Section 51.803(a), Education Code, is amended to
 1-5     read as follows:
 1-6           (a)  Each general academic teaching institution shall admit
 1-7     an applicant for admission to the institution as an undergraduate
 1-8     student if the applicant graduated in one of the two school years
 1-9     preceding the academic year for which the applicant is applying for
1-10     admission from a public or private high school in this state
1-11     accredited by a generally recognized accrediting organization with
1-12     a grade point average in the top five [10] percent of the student's
1-13     high school graduating class.  To qualify for admission under this
1-14     section, an applicant must submit an application before the
1-15     expiration of any application filing deadline established by the
1-16     institution.
1-17           SECTION 2.  The change in law made by this Act applies
1-18     beginning with admissions to institutions of higher education for a
1-19     semester or other academic term that follows the 1999 fall
1-20     semester.
