A BILL TO BE ENTITLED
AN ACT
1-1 relating to reports on the degree, certificate, or other enrollment
1-2 status of public junior college students.
1-3 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1-4 SECTION 1. Subchapter A, Chapter 130, Education Code, is
1-5 amended by adding Section 130.0036 to read as follows:
1-6 Sec. 130.0036. REPORT ON STUDENT ENROLLMENT STATUS. (a) In
1-7 the form and manner and at the times required by the Texas Higher
1-8 Education Coordinating Board, a junior college district shall
1-9 report to the coordinating board on the enrollment status of
1-10 students of the junior college district. The report must include
1-11 information on:
1-12 (1) students seeking a degree;
1-13 (2) students seeking a certificate;
1-14 (3) students enrolled in workforce continuing
1-15 education courses;
1-16 (4) students enrolled in college credit courses who
1-17 are not seeking a degree or certificate;
1-18 (5) students enrolled in courses for credit to
1-19 transfer to another institution;
1-20 (6) students enrolled in developmental education
1-21 courses by course level; and
1-22 (7) enrollment in other categories as specified by the
1-23 coordinating board.
1-24 (b) In administering this section, the coordinating board
2-1 shall attempt to avoid duplicating other reporting requirements
2-2 applicable to junior college districts. The coordinating board
2-3 shall consult with the governing boards of the state's junior
2-4 college districts in determining the form, manner, and times of
2-5 reports under this section.
2-6 SECTION 2. Junior college districts shall report as required
2-7 by Section 130.0036, Education Code, as added by this Act,
2-8 beginning with the 1999 fall semester.
2-9 SECTION 3. The importance of this legislation and the
2-10 crowded condition of the calendars in both houses create an
2-11 emergency and an imperative public necessity that the
2-12 constitutional rule requiring bills to be read on three several
2-13 days in each house be suspended, and this rule is hereby suspended.
