By Ellis S.C.R. No. 11 76R3446 EFD-D CONCURRENT RESOLUTION 1-1 WHEREAS, The charge of the Texas Workforce Commission is to 1-2 promote and support a state workforce system beneficial to 1-3 individuals, employers, and communities; while pursuing this worthy 1-4 goal, the commission strives to uphold the highest standards of 1-5 ethics, accountability, and efficiency; and 1-6 WHEREAS, In its position as a relatively new state agency, 1-7 the commission is developing many internal policies and procedures, 1-8 including accounting systems used to track the allocation of 1-9 budgeted funds used to implement commission programs; and 1-10 WHEREAS, Current barriers exist in the commission's 1-11 accounting system that impede accurate and timely reporting of 1-12 financial data and performance measures; without such vital 1-13 information, the legislature cannot evaluate the level of 1-14 implementation of each commission program; and 1-15 WHEREAS, Such barriers must be removed so that the 1-16 legislature has the information necessary to assess the 1-17 commission's performance and to allocate funds for its future 1-18 operations; now, therefore, be it 1-19 RESOLVED, That the 76th Legislature of the State of Texas 1-20 hereby direct the Texas Workforce Commission to prepare a report 1-21 that includes a comparison of budgeted funds with those actually 1-22 spent on each commission program, and an analysis of the 1-23 commission's compliance with state accounting procedures under 1-24 Chapter 2101, Government Code, including the commission's 2-1 reconciliation of its accounting system with the uniform statewide 2-2 accounting system; and, be it further 2-3 RESOLVED, That the commission submit the report to the 2-4 governor and the 76th Legislature by April 1, 1999; and, be it 2-5 further 2-6 RESOLVED, That the secretary of state forward an official 2-7 copy of this resolution to the commissioners and executive director 2-8 of the Texas Workforce Commission.
