                            SENATE CONCURRENT RESOLUTION
 1-1           WHEREAS, Dr. Jill Shugart will retire from her post as
 1-2     superintendent of the Garland Independent School District after
 1-3     almost 40 years with the district, including 13 years as chief
 1-4     administrator, and her record of accomplishment and many years of
 1-5     service indeed merit special legislative recognition; and
 1-6           WHEREAS, A graduate of Garland schools herself, Dr. Shugart
 1-7     attended Baylor University and earned both her master's degree and
 1-8     doctorate from Texas Woman's University; she first joined the
 1-9     Garland school system as a junior high school teacher in 1962; and
1-10           WHEREAS, She entered administration as an assistant principal
1-11     in 1976 and moved to district-level management as communications
1-12     director three years later; her competence and dedication advanced
1-13     her career quickly, and she served as assistant superintendent
1-14     before being named superintendent in 1985; and
1-15           WHEREAS, Dr. Shugart's tenure in the top position has been
1-16     marked with much success and many honors and the Garland school
1-17     district has excelled under her leadership; the Garland Independent
1-18     School District is the 11th largest district in the state, with
1-19     almost 48,000 students, and last year, 31 of Garland's 61 schools
1-20     were rated by the Texas Education Agency as "recognized" or
1-21     "exemplary" and none was listed as "low-performing"; and
1-22           WHEREAS, Her commitment to the education process is renowned
1-23     and her contributions are exceptional; as she begins  making plans
1-24     for the next chapter of her life, it is a great pleasure to join
 2-1     the administration, staff, parents, and students of the Garland
 2-2     school system in honoring her at this time; now, therefore, be it
 2-3           RESOLVED, That the 76th Legislature of the State of Texas
 2-4     hereby congratulate Dr. Jill Shugart on the occasion of her
 2-5     retirement after 37 years in education and extend to her sincere
 2-6     best wishes for success and happiness in the years to come; and, be
 2-7     it further
 2-8           RESOLVED, That an official copy of this resolution be
 2-9     prepared for Dr. Shugart as an expression of highest regard by the
2-10     Texas Senate and House of Representatives.
