By: Armbrister S.C.R. No. 66 99S1107/1 SENATE CONCURRENT RESOLUTION 1-1 WHEREAS, The Legislature of the State of Texas is proud to 1-2 recognize Hilmar G. Moore for his 50 years of outstanding service 1-3 as the mayor of Richmond, Texas; and 1-4 WHEREAS, On September 22, 1999, Hilmar Moore will have served 1-5 continuously as mayor of Richmond for 50 years, which is believed 1-6 to be the longest continuous service of a mayor in our state and 1-7 perhaps in the nation; and 1-8 WHEREAS, Born July 28, 1920, in San Antonio, Hilmar Moore is 1-9 a fifth-generation Texan whose ancestors were among the Old 300 1-10 colony of settlers brought into the Fort Bend County area by 1-11 Stephen F. Austin; and 1-12 WHEREAS, Hilmar Moore began his ranching career at the age of 1-13 six, and as an adult, he and his brother John M. Moore III kept 1-14 alive a family cattle business that had been in operation since 1-15 1822; Hilmar attended The University of Texas School of Law but 1-16 left in 1942 and joined the Army Air Corps; he became an aircraft 1-17 navigator in the service and was awarded three air medals and four 1-18 battle stars while based in Saipan with the Fourth Air Sea Rescue 1-19 Squadron; and 1-20 WHEREAS, Mr. Moore became mayor of Richmond in 1947 to fill 1-21 an unexpired two-year term and has held the office ever since; he 1-22 married Evalyn Wendt in 1984, and he has been a dedicated father to 1-23 his three sons, Hilmar Moore, Jr., the late Phillip Moore, and Jack 2-1 Moore; and 2-2 WHEREAS, Devoted to the Richmond community and to his work as 2-3 the city's mayor, Hilmar Moore has used his superior administrative 2-4 and organizational skills to manage successfully the far-reaching 2-5 responsibilities of a mayor's position; and 2-6 WHEREAS, His distinguished public service has included 2-7 coordinating the activities of city departments and fostering 2-8 numerous neighborhood and citywide projects on behalf of area 2-9 residents; and 2-10 WHEREAS, In addition to his public service in city 2-11 government, Mayor Moore is a well-known leader in the cattle and 2-12 livestock industry; he served as the chairman of the Beef Industry 2-13 Council, which is the division of the National Live Stock and Meat 2-14 Board responsible for beef consumer market development; he served 2-15 as president of the Texas and Southwest Cattle Raisers Association 2-16 and was on the executive committee of the American National 2-17 Cattlemen's Association and the Board of Directors of the National 2-18 Cattlemen's Association; and 2-19 WHEREAS, He received the National Golden Spur Award when he 2-20 attended the 12th annual Golden Spur Weekend at Texas Tech 2-21 University in 1989; the award is the highest honor offered in the 2-22 beef industry and is given in recognition of an entire career; he 2-23 has been an active promoter of the use of Santa Gertrudis cattle in 2-24 crossbreeding and has served on the board of the Santa Gertrudis 2-25 Breeders International; he is a charter member of the American 3-1 Quarter Horse Association; and 3-2 WHEREAS, Mayor Moore served as chairman of the Texas 3-3 Department of Human Resources from 1977 to 1981 and was noted for 3-4 his efficiency and first-rate leadership; he has been active in the 3-5 Texas Longhorn Education Foundation and was named trustee emeritus 3-6 in 1985 of the Gulf Coast Conservation Association; he has served 3-7 as a director of the King Ranch since 1993; and 3-8 WHEREAS, In tribute to Mayor Moore's 50 years of dedication 3-9 and hard work on behalf of the City of Richmond, a reception is 3-10 being planned in his honor for the fall of 1999; and 3-11 WHEREAS, An exemplary and distinguished gentleman who is 3-12 noted for his engaging personality and sense of humor, Mayor Moore 3-13 is beloved and respected by the citizens of Richmond and Fort Bend 3-14 County; now, therefore, be it 3-15 RESOLVED, That the 76th Legislature of the State of Texas 3-16 hereby commend Mayor Hilmar G. Moore for his invaluable 3-17 contributions to the City of Richmond and to his state and extend 3-18 to him best wishes for the future; and, be it further 3-19 RESOLVED, That a copy of this resolution be prepared for him 3-20 as an expression of esteem from the Texas Legislature.
