By: Ogden S.C.R. No. 88 SENATE CONCURRENT RESOLUTION 1-1 WHEREAS, The passing of the Honorable William T. "Bill" Moore 1-2 on May 27, 1999, at the age of 81, has brought a tremendous loss to 1-3 his family and friends and to the citizens of this great state, and 1-4 it is with the utmost respect that the members of the 76th Texas 1-5 Legislature remember this esteemed gentleman and extol his many 1-6 accomplishments; and 1-7 WHEREAS, Born in Wheelock on April 9, 1918, Senator Moore 1-8 attended Texas A&M University, graduating in 1940 with a bachelor's 1-9 degree in economics; he taught at the university for several years 1-10 before joining the U.S. Army Air Corps in 1943 and serving his 1-11 country in the Atlantic and Pacific theaters during World War II; 1-12 and 1-13 WHEREAS, After retiring from the armed forces as a sergeant 1-14 in 1946, he ran for the Texas House of Representatives and won a 1-15 seat in the legislature while attending The University of Texas 1-16 School of Law; by the time of his graduation in 1949, he had 1-17 already completed a term in the house and was in his first year of 1-18 service as a state senator, a post he would hold for three decades; 1-19 and 1-20 WHEREAS, A longtime resident of Bryan, Senator Moore enjoyed 1-21 a productive and memorable tenure as a member of the Texas Senate, 1-22 serving in that legislative body from the 51st to the 66th 1-23 legislative session and demonstrating exemplary leadership as 1-24 president pro tempore of the senate, longtime chairman of the State 2-1 Affairs Committee, and as a leader on a number of prestigious 2-2 committees; his persistence and tenacity during his years at the 2-3 Capitol earned him the moniker "Bull of the Brazos," a nickname 2-4 that stayed with him throughout and beyond his years in the 2-5 legislature; and 2-6 WHEREAS, Despite attending law school in Austin, Senator 2-7 Moore was an Aggie through and through, and his role in fostering 2-8 the growth of The Texas A&M University System cannot be overstated; 2-9 he actively promoted the school's admission of women, and despite 2-10 the numerous obstacles that were placed in his path, he succeeded 2-11 in changing the university to a coeducational institution, a move 2-12 that has since been lauded as a watershed act; and 2-13 WHEREAS, A staunch advocate of education, Senator Moore 2-14 received many awards for his work in behalf of the young people of 2-15 Texas, including the Texas A&M University Distinguished Alumni 2-16 Award; in 1995, Bryan's Allen Academy dedicated the William T. 2-17 Moore Upper School Building, and that same institution established 2-18 the Moore Excellence Fund in honor of the senator's lifelong 2-19 commitment to education, particularly his backing of 2-20 state-supported institutions of higher education; and 2-21 WHEREAS, After his retirement from the legislature, Senator 2-22 Moore returned to his home in Bryan to practice law and devote more 2-23 time to his growing family; he proved to be as adept at business as 2-24 he was at politics, furthering his already well-established 2-25 reputation for success in the arenas of banking and real estate, 2-26 while continuing to dedicate much time and energy to several local 3-1 civic organizations and to helping his fellow citizens; and 3-2 WHEREAS, Bill Moore has undoubtedly left his mark in the 3-3 annals of Lone Star history through his progressive and positive 3-4 contributions to Texas and his larger-than-life personality; his 3-5 legacy of achievement will remain for years to come, while those 3-6 who knew him best will always remember his wonderful sense of humor 3-7 and his caring nature; now, therefore, be it 3-8 RESOLVED, That the 76th Legislature of the State of Texas 3-9 hereby pay tribute to the life of William T. "Bill" Moore and 3-10 extend sincere sympathy to the members of his family: to his wife, 3-11 Macille Moore; to his son and daughter-in-law, W. Tyler Moore and 3-12 Mary Moore; to his beloved grandchildren; and to the many other 3-13 relatives, friends, and colleagues of this remarkable public 3-14 servant; and, be it further 3-15 RESOLVED, That an official copy of this resolution be 3-16 prepared for the members of his family and that when the Texas 3-17 House of Representatives and Senate adjourn this day, they do so in 3-18 memory of Senator William T. "Bill" Moore.
