                                 A JOINT RESOLUTION
 1-1     proposing a constitutional amendment authorizing the legislature to
 1-2     delegate to a state agency or officer authority to adopt rules
 1-3     interpreting home equity lending law.
 1-4           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Section 50, Article XVI, Texas Constitution, is
 1-6     amended by adding Subsection (t) to read as follows:
 1-7           (t)  The legislature may delegate to a state agency or
 1-8     officer the authority to adopt rules, consistent with this section,
 1-9     to interpret Subsections (a)(6) and (e)-(j) of this section.
1-10           SECTION 2.   This proposed constitutional amendment shall be
1-11     submitted to the voters at an election to be held  November 2,
1-12     1999.  The ballot shall be printed to permit voting for or against
1-13     the proposition:  "The constitutional amendment authorizing the
1-14     legislature to delegate to a state agency or officer authority to
1-15     adopt rules interpreting home equity lending law."
