                                 A JOINT RESOLUTION
 1-1     proposing a constitutional amendment to authorize additional
 1-2     general obligation bonds to fund water and wastewater services for
 1-3     economically distressed areas.
 1-4           BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 1-5           SECTION 1.  Article III, Texas Constitution, is amended by
 1-6     adding Section 49-d-9 to read as follows:
 1-7           Sec. 49-d-9.  The Texas Water Development Board may issue
 1-8     additional Texas water development bonds in an aggregate principal
 1-9     amount of up to $250 million to be used for the purposes described
1-10     by Section 49-d-7(e) of this article. The legislature in addition
1-11     may provide by law for subsidized loans and grants from the
1-12     proceeds of the bonds authorized by this section to help pay for
1-13     connecting residences in economically distressed areas to water or
1-14     wastewater lines.  The bonds shall be administered as provided by
1-15     Section 49-d-7(e) of this article, except that the limitation on
1-16     the percentage of bonds authorized by Section 49-d-7 of this
1-17     article that may be used for the purposes described by Section
1-18     49-d-7(e) of this article  does not apply to bonds issued under
1-19     this section.  Subsections (c) through (e) of Section 49-d-2 of
1-20     this article apply to the bonds authorized by this section.  While
1-21     any of the bonds authorized for the purposes of this section or any
1-22     of the interest on those bonds is outstanding, there is
1-23     appropriated out of the first money coming in to the state treasury
1-24     in each fiscal year, not otherwise appropriated by this
 2-1     constitution, an amount that is sufficient to pay the principal of
 2-2     and interest on those bonds issued for the purposes of this section
 2-3     that mature or come due during that fiscal year.
 2-4           SECTION 2.  This proposed constitutional amendment shall be
 2-5     submitted to the voters at an election to be held November 2, 1999.
 2-6     The ballot shall be printed to permit voting for or against the
 2-7     proposition: "The constitutional amendment providing for the
 2-8     issuance of additional general obligation bonds in an amount not to
 2-9     exceed $250 million to help pay for water and wastewater
2-10     connections in economically distressed areas."
