1-1                           SENATE RESOLUTION NO. 2
 1-2           WHEREAS, The Senate of the State of Texas takes great pride
 1-3     in recognizing Bob Bullock, the 38th lieutenant governor of Texas
 1-4     and one of the most effective political leaders in our state's
 1-5     history, on the occasion of his retirement from public service in
 1-6     January of 1999; and
 1-7           WHEREAS, A legendary figure in our state who is respected for
 1-8     his statesmanship as well as his political expertise, Bob Bullock
 1-9     is a remarkable individual whose proficiency as the comptroller of
1-10     public accounts transformed the office into a nationally recognized
1-11     agency and whose leadership as president of the senate led to
1-12     superior legislative accomplishments and earned him widespread
1-13     admiration; and
1-14           WHEREAS, Bob Bullock was born on July 10, 1929, in
1-15     Hillsboro, Texas; he graduated from Texas Tech University and
1-16     Baylor Law School and began his extraordinary career in public
1-17     service in 1956, when with the encouragement of his mentor and
1-18     benefactor Will Bond, he ran successfully for election to the
1-19     Texas House of Representatives; he was reelected in 1958, but
1-20     later resigned his position in order to practice law in a Tyler
1-21     law firm; and
1-22           WHEREAS, He subsequently practiced law in the
1-23     Rio Grande Valley and in Houston, but moved to Austin to serve as
1-24     an assistant attorney general in 1967 and 1968; in the attorney
 2-1     general's office, he earned praise for winning multimillion dollar
 2-2     settlements for Texas hospitals in antitrust cases; he served as
 2-3     general counsel for Governor Preston Smith from 1969 to 1971 before
 2-4     becoming secretary of state in 1971; and
 2-5           WHEREAS, Bob Bullock was elected to the position of
 2-6     comptroller of public accounts of the State of Texas in 1975 and
 2-7     served until 1990; he brought the agency into the national spotlight
 2-8     by establishing first-rate financial research capabilities and by
 2-9     streamlining tax collections; and
2-10           WHEREAS, On January 15, 1991, Bob Bullock was sworn in as
2-11     Lieutenant Governor and President of the Texas Senate, and his first
2-12     term in the office brought widespread acclaim for his remarkable
2-13     leadership ability and legislative expertise; and
2-14           WHEREAS, A uniquely talented individual of imposing political
2-15     presence, Governor Bullock began his second four-year term as
2-16     lieutenant governor on January 17, 1995; he then presided over
2-17     a Senate that was more evenly divided between Democrats and
2-18     Republicans than any since Reconstruction; and yet under his
2-19     guidance, this Senate was one of the most productive in the state's
2-20     history; and
2-21           WHEREAS, A man of remarkable insight and vision and an
2-22     exceptionally accomplished statesman, Governor Bullock guided the
2-23     Texas Senate with skill and integrity; renowned for his tenacity
2-24     and incredible endurance, he steadfastly set high standards for
2-25     legislative sessions by placing his emphasis on hard work,
2-26     nonpartisan legislation, and goals for the "good of Texas"; and
 3-1           WHEREAS, Throughout Governor Bullock's distinguished career,
 3-2     his powerful love of Texas was manifest in his hard work and in
 3-3     his many accomplishments, and he therefore won the admiration,
 3-4     trust, and confidence of the members of this Senate and the citizens
 3-5     of the Lone Star State; and
 3-6           WHEREAS, By consistently setting his sights on the betterment
 3-7     of Texas and through his masterful leadership, Governor Bullock
 3-8     has made a profound imprint on our state that will last for years
 3-9     to come and that will undoubtedly serve as an inspiration for
3-10     generations of future Texans; now, therefore, be it
3-11           RESOLVED, That the Senate of the State of Texas,
3-12     76th Legislature, hereby pay tribute to
3-13     Lieutenant Governor Bob Bullock and honor him for his invaluable
3-14     contributions to our state; and, be it further
3-15           RESOLVED, As a glowing tribute to Bob Bullock's outstanding
3-16     career, the members of the Texas Senate have arranged for
3-17     Baylor University to establish The Bob Bullock Scholarship Fund;
3-18     the fund, which will be originally endowed by the members of the
3-19     Senate, will be used to support undergraduate scholars during the
3-20     spring semesters in which the Texas Legislature is in session;
3-21     Bullock Scholars will enroll in political science classes that
3-22     focus on public service and will perform fieldwork that will give
3-23     them an appreciation for state government and for the role of the
3-24     Texas Legislature and the lieutenant governor; and, be it further
3-25           RESOLVED, That a copy of this Resolution be prepared for
3-26     Governor Bullock as an expression of high esteem from the
 4-1     Texas Senate.
