1-1 SENATE RESOLUTION NO. 6 1-2 WHEREAS, The City of Irving's Police Department and 1-3 its citizens will sorely miss the wisdom and expertise of 1-4 Officer Michael David Collins, who retired recently after more 1-5 than 29 years of outstanding service; and 1-6 WHEREAS, Affectionately known as Mongo, Officer Collins 1-7 became a member of the police department as an apprentice officer 1-8 in 1969; he has continued to be a police officer in Irving for 1-9 his whole career; and 1-10 WHEREAS, This superb officer has been recognized over the 1-11 years by many important individuals for his help in protecting 1-12 them during visits to Irving and the Dallas area; and 1-13 WHEREAS, Congressman Dick Armey wrote the department 1-14 detailing the professionalism and intelligence exhibited by 1-15 Officer Collins while providing security for a visit in 1995; 1-16 United States Attorney Paul E. Coggins praised the notable 1-17 efforts of the Irving Police Department during a two-year 1-18 investigation of a nationwide counterfeit document organization 1-19 which ended successfully with arrests in several states; 1-20 Officer Collins was mentioned for his impressive efforts with 1-21 the Criminal Investigation Division in aiding this effort; and 1-22 WHEREAS, The Secret Service wrote to the Irving Police 1-23 Department to commend it on its superior performance during 1-24 the visit of the Ugandan president, and it was noted that 2-1 Officer Collins had been especially helpful; and 2-2 WHEREAS, For many years a vital part of the department's 2-3 Tactical Team, he has guarded national and world dignitaries and 2-4 helped with dangerous drug raids; and 2-5 WHEREAS, Because of his record of excellence, he has been 2-6 assigned to the Federal Bureau of Investigation Task Force and 2-7 the Dallas County Metro Task Force at different times; and 2-8 WHEREAS, Officer Collins is one of those courageous men 2-9 who risked their lives every day to protect the safety, homes, 2-10 and communities of the citizens of Irving and the surrounding 2-11 area, and he is truly worthy of recognition; now, therefore, 2-12 be it 2-13 RESOLVED, That the Senate of the State of Texas, 2-14 76th Legislature, hereby commend the meritorious service 2-15 of retired Police Officer Michael David Collins and extend 2-16 sincere appreciation to him for his more than 29 years of 2-17 distinguished service; and, be it further 2-18 RESOLVED, That a copy of this Resolution be prepared for 2-19 him as an expression of the highest regard and esteem of the 2-20 Texas Senate. 2-21 Nelson 2-22 ______________________________________ 2-23 President of the Senate 2-24 I hereby certify that the above 2-25 Resolution was adopted by the Senate 2-26 on January 13, 1999. 2-27 ______________________________________ 2-28 Secretary of the Senate 2-29 ______________________________________ 2-30 Member, Texas Senate
