1-1                          SENATE RESOLUTION NO. 16
 1-2           WHEREAS, Lydia Scarborough was an employee of the
 1-3     State of Texas for most of her working life beginning as a
 1-4     secretary and advancing to become Deputy Director of the
 1-5     Texas Department of Aviation; and
 1-6           WHEREAS, She joined the Texas Department of Public Safety
 1-7     in July, 1955, and transferred to the Texas Aeronautics Commission
 1-8     in September, 1972; and
 1-9           WHEREAS, Nineteen eighty-nine was a year of uncertainty
1-10     for the employees of the Texas Aeronautics Commission during the
1-11     transition between the demise of the Texas Aeronautics Commission,
1-12     the establishment of the Texas Department of Aviation, and finally
1-13     the transition of the Texas Department of Transportation; and
1-14           WHEREAS, Drawing on her compassion for her fellow employees
1-15     and her understanding of the crucial need to maintain the
1-16     continuity of staff and by using her substantial managerial
1-17     skills and intimate knowledge of the operations of the agency,
1-18     Lydia was essential in retaining a highly professional and
1-19     experienced staff and maintaining the agency as a functioning
1-20     public service entity under uncertain circumstances; and
1-21           WHEREAS, Every successful public service agency needs a
1-22     leader of absolute integrity, dependability, and loyalty to ensure
1-23     that administrative as well as operational policies and activities
1-24     are efficiently provided to the maximum benefit to the
 2-1     organization's constituents; and
 2-2           WHEREAS, Lydia Scarborough fulfilled these obligations to
 2-3     the people of Texas for almost 37 years, 20 of which were devoted
 2-4     to aviation in the State of Texas; now, therefore, be it
 2-5           RESOLVED, That the Senate of the State of Texas,
 2-6     76th Legislature, hereby acknowledge, with grateful appreciation,
 2-7     the accomplishments of Lydia Scarborough in the advancement of
 2-8     aviation for the people of Texas; and, be it further
 2-9           RESOLVED, That an official copy of this Resolution be
2-10     prepared for Mrs. Scarborough as an expression of highest regard
2-11     from the Texas Senate.
