1-1                          SENATE RESOLUTION NO. 41
 1-2           WHEREAS, It is a distinct honor and a great pleasure for
 1-3     the Texas Senate to honor one of its most distinguished members,
 1-4     Senator Frank L. Madla, who will celebrate his birthday on
 1-5     Saturday, January 23, 1999; and
 1-6           WHEREAS, Born on January 23, 1937, the future senator was
 1-7     born and raised in Helotes, Texas; and
 1-8           WHEREAS, Pursuing his higher education at Saint Mary's
 1-9     University, he received his bachelor of arts degree in 1959
1-10     and his master of arts degree in government in 1963; and
1-11           WHEREAS, A former educator, Senator Madla taught junior
1-12     high school for 10 years; he became a member of the
1-13     Texas House of Representatives in 1973 and served through
1-14     1992; and
1-15           WHEREAS, While in the Texas House of Representatives,
1-16     Frank Madla was an outspoken advocate for education issues and
1-17     health care; and
1-18           WHEREAS, An able and dedicated public servant, Senator Madla
1-19     became a Senate member in 1993; now in his fourth term as senator,
1-20     he continues to impress his constituents with his devotion to their
1-21     needs and interests; and
1-22           WHEREAS, Already the recipient of numerous honors and
1-23     awards, Senator Madla is recognized as an outstanding legislator
1-24     well qualified to formulate the laws which affect all Texans; and
 2-1           WHEREAS, Senator Madla has been named the Outstanding
 2-2     Legislator of the Year by the Texas Academy of Physicians and
 2-3     the American Subcontractors Association Legislator of the Year;
 2-4     in addition, he was selected to receive the Texas Senate Crime
 2-5     Fighter of the Year Award, Texas Medicine's Best Legislator
 2-6     Award, and the Texas Police Chiefs Association's Outstanding
 2-7     Legislators Award; and
 2-8           WHEREAS, Senator Madla and his devoted wife, Helen, have
 2-9     shared in the concerns and accomplishments of his legislative
2-10     successes; Senator and Mrs. Madla have two children, Frank III
2-11     and Marci; and
2-12           WHEREAS, Through the years, Senator Madla has earned the
2-13     respect and admiration of his colleagues and has formed close
2-14     friendships in legislative circles; truly this tireless public
2-15     servant is worthy of legislative recognition on this auspicious
2-16     occasion; now, therefore, be it
2-17           RESOLVED, That the Senate of the State of Texas,
2-18     76th Legislature, hereby extend warmest birthday wishes with
2-19     many happy returns to Senator Frank L. Madla; and, be it further
2-20           RESOLVED, That a copy of this Resolution be prepared for
2-21     him as an expression of highest esteem and regard from the
2-22     Texas Senate.
