1-1 1 1-2 SENATE RESOLUTION NO. 77 1-3 WHEREAS, The Senate of the State of Texas is proud to 1-4 recognize L. S. Spencer, Jr., principal at Klein Forest High 1-5 School, who has been selected to receive the Houston Area High 1-6 School Principal of the Year Award for 1998-1999; and 1-7 WHEREAS, L. S. Spencer has played a major role in making 1-8 Klein Forest High School the high-quality school it is today; and 1-9 WHEREAS, Under his superior leadership, the students at 1-10 Klein Forest High School have learned to persevere in their 1-11 work and to strive for excellence; and 1-12 WHEREAS, Mr. Spencer received his master's degree in 1-13 education and his mid-management certification from Southwest 1-14 Texas State University; he served as an athletic trainer for 1-15 the Edgewood Independent School District and as a trainer, 1-16 teacher, and administrator in the Bay City Independent School 1-17 District; and 1-18 WHEREAS, Mr. Spencer joined the Klein Independent School 1-19 District in 1989 and served as an assistant principal for four 1-20 years before being appointed associate principal; he became the 1-21 principal of Klein Forest High School in the spring of 1998; and 1-22 WHEREAS, Beloved and respected by Klein Forest High School's 1-23 students and faculty, Mr. Spencer has been instrumental in creating 1-24 a school where both students and teachers feel ownership and pride; 2-1 and 2-2 WHEREAS, He has initiated numerous multicultural activities 2-3 and has created a Parent Advisory Board, Parent Involvement 2-4 Day, and Male Initiative Program; he has focused on rewards 2-5 for academics, as well as such activities as homecoming parades; 2-6 and 2-7 WHEREAS, Mr. Spencer is noted for his Management by Walking 2-8 Around (MBWA) style, which consists of roaming the halls with his 2-9 megaphone between classes and before and after school, broadcasting 2-10 slogans and talking with the students; and 2-11 WHEREAS, Hardworking and resourceful, Mr. Spencer is an 2-12 enthusiastic administrator who has the reputation of being 2-13 everywhere at once and who is valued by his students for the 2-14 individual attention he gives to each of them; and 2-15 WHEREAS, The positive impact that Mr. Spencer has had on 2-16 the lives of students, teachers, and staff members was evident 2-17 during the nomination for Principal of the Year Award when he 2-18 received almost 30,000 votes, nine times the student population; 2-19 and 2-20 WHEREAS, Mr. Spencer handles the complexities and 2-21 far-reaching responsibilities of a principal's position with 2-22 skill and vigor, and he deserves recognition for his outstanding 2-23 success; now, therefore, be it 2-24 RESOLVED, That the Senate of the State of Texas, 2-25 76th Legislature, hereby commend L. S.
