1-1                          SENATE RESOLUTION NO. 87
 1-2           WHEREAS, The Senate of the State of Texas takes pride in
 1-3     recognizing James L. Leaks, Sr., for his 20 years of loyal service
 1-4     to the Jo Ann Karr Crime Watch Group of Pleasant Grove and for his
 1-5     invaluable assistance in creating a safer community for the
 1-6     citizens of Dallas; and
 1-7           WHEREAS, Mr. Leaks is a native of Ennis, Texas, and a
 1-8     former employee of Affiliated Foods Distribution Company; he
 1-9     became a founding member of the Jo Ann Karr Crime Watch Group
1-10     in 1980 and was named chairman of the organization in 1992; and
1-11           WHEREAS, Under his outstanding leadership, the
1-12     organization became a significant asset to the residents of
1-13     Pleasant Grove and the Dallas community, and its members have
1-14     played a major role in the pursuit of local crime prevention; and
1-15           WHEREAS, A well-known and respected leader in his
1-16     community, Mr. Leaks has completed the Dallas Police Department's
1-17     Volunteers in Patrol Program and is an active member of the
1-18     Beautification of Pleasant Grove Committee and the City of Dallas
1-19     Urban Rehabilitation Standards; and
1-20           WHEREAS, As a tribute to his dedication to the watch group
1-21     and to his many humanitarian endeavors, Mr. Leaks has received
1-22     various awards from the City of Dallas Boards and Commissions, the
1-23     Dallas Police Department, and the George Washington Carver Alumni
1-24     Association of Ennis; and
 2-1           WHEREAS, An exemplary gentleman who has distinguished
 2-2     himself in his work on behalf of the Jo Ann Karr Crime Watch Group
 2-3     and on behalf of his fellowman, James Leaks deserves recognition
 2-4     for his worthy causes and his many accomplishments; now, therefore,
 2-5     be it
 2-6           RESOLVED, That the Senate of the State of Texas,
 2-7     76th Legislature, hereby commend James L. Leaks, Sr., on his many
 2-8     contributions to the Jo Ann Karr Crime Watch Group and to his
 2-9     community and extend best wishes to him for the years ahead;
2-10     and, be it further
2-11           RESOLVED, That a copy of this Resolution be prepared for him
2-12     as an expression of esteem from the Texas Senate.
