 1-2                          SENATE RESOLUTION NO. 130
 1-3           WHEREAS, The Honorable David Haas has served as
 1-4     Mayor of Balch Springs with dedication and distinction
 1-5     since 1993, and his tenure in office has been marked by
 1-6     exemplary and energetic leadership and many significant
 1-7     municipal achievements; and
 1-8           WHEREAS, A veteran of the Vietnam War, this patriotic
 1-9     Texan served his country as a member of the United States Army
1-10     before receiving an honorable discharge in 1972, after which time
1-11     he pursued his education at East Texas State University, garnering
1-12     a bachelor of science degree in education; and
1-13           WHEREAS, First elected to the Balch Springs City Council
1-14     in 1989, Mayor Haas served as mayor pro tem before earning election
1-15     to the mayor's office in 1993; since then, he has offered invaluable
1-16     leadership to the people of Balch Springs both in that capacity and
1-17     as a member of the Balch Springs Community Lions Club; and
1-18           WHEREAS, Under the guidance of this insightful man,
1-19     numerous projects were completed, including the creation of four
1-20     new community structures:  a recreation center, a new police and
1-21     fire complex, a park pavilion, and Kidstown; in addition to those
1-22     triumphs, Mayor Haas oversaw the reconstruction of more than 100
1-23     city streets and the cleaning of Hickory Creek, a project made
1-24     possible by a $6 million bond; and
 2-1           WHEREAS, In recognition of all of his efforts, Mayor Haas
 2-2     was named citizen of the year by the Balch Springs Chamber of
 2-3     Commerce in 1994 and was honored by the Wal-Mart Foundation with
 2-4     the American Hometown Leadership Award in 1995; and
 2-5           WHEREAS, Throughout his many endeavors, Mayor Haas has
 2-6     enjoyed the love and support of his wife of 30 years, Brenda Haas;
 2-7     this devoted couple has been blessed with three children,
 2-8     David M. Haas, Jr., Kristy Haas, and Melanie Haas Garcia, as well
 2-9     as six grandchildren, Aaron, Alyson, Danyelle, Jacob, Brianna, and
2-10     Jordan; and
2-11           WHEREAS, Mayor Haas has decided not to seek another term
2-12     of office as Mayor of Balch Springs, and although his integrity,
2-13     wisdom, and visionary leadership will be sorely missed by both his
2-14     colleagues and the people of Balch Springs, his many years of
2-15     dutiful service will not soon be forgotten; now, therefore, be it
2-16           RESOLVED, That the Senate of the State of Texas,
2-17     76th Legislature, hereby commend Mayor David Haas for
2-18     his outstanding leadership and dedication to his community and
2-19     extend to him warmest best wishes for many more years of continued
2-20     success and happiness; and, be it further
2-21           RESOLVED, That an official copy of this Resolution be
2-22     prepared for Mayor Haas as an expression of high regard by the
2-23     Texas Senate.
