 1-2                          SENATE RESOLUTION NO. 199
 1-3           WHEREAS, The Senate of the State of Texas is pleased to
 1-4     recognize the citizens of Port Arthur on the joyous occasion of
 1-5     Port Arthur Day at the Capitol, which takes place February 22, 1999;
 1-6     and
 1-7           WHEREAS, This event provides the citizens of Port Arthur
 1-8     with an opportunity to rejoice in the amenities of their outstanding
 1-9     city and to take pride in its unique contributions to the
1-10     State of Texas; and
1-11           WHEREAS, Founded in 1895 by Arthur E. Stilwell, a
1-12     railroad promoter, Port Arthur was destined to become the
1-13     second largest oil-refining site in the nation after the nearby
1-14     Spindletop eruption ushered in the great Texas oilfield boom; and
1-15           WHEREAS, Though situated in a famous oil refinery area,
1-16     Port Arthur is also well known for its surrounding beauty; the
1-17     McFaddin and Texas Point national wildlife refuges are to the
1-18     south of the city and Pleasure Island is connected by the
1-19     M. L. King-Gulfgate Bridge; and
1-20           WHEREAS, Snow geese, many species of ducks, and other
1-21     waterfowl populate the enchanting marshes, and Sabine Lake and
1-22     the nearby Gulf of Mexico provide for excellent freshwater and
1-23     saltwater fishing opportunities; and
1-24           WHEREAS, Local citizens and tourists enjoy Sea Rim State
 2-1     Park and nearby Sabine Pass Battleground State Historical Park,
 2-2     which marks the site of a Civil War battle in which a small number
 2-3     of Confederates forced a large Union fleet to retreat; and
 2-4           WHEREAS, Known for its commitment to educational
 2-5     excellence, Port Arthur is home to Lamar University at Port Arthur
 2-6     and was the first city in Texas to adopt the 12-grade public school
 2-7     system; and
 2-8           WHEREAS, Port Arthur residents are hardworking, generous,
 2-9     and hospitable, and they have successfully preserved the beauty and
2-10     charm of their city; now, therefore, be it
2-11           RESOLVED, That the Senate of the State of Texas,
2-12     76th Legislature, hereby commend the citizens of Port Arthur
2-13     and extend best wishes to them for a rewarding and celebratory
2-14     Port Arthur Day; and, be it further
2-15           RESOLVED, That a copy of this Resolution be prepared for
2-16     them as an expression of high regard from the Texas Senate.
