 1-2                          SENATE RESOLUTION NO. 208
 1-3           WHEREAS, The Texas Senate is proud to join the citizens
 1-4     of Harlingen in the celebration of Harlingen Day at the
 1-5     State Capitol on February 17, 1999; and
 1-6           WHEREAS, Referred to as an "All-American City,"
 1-7     the City of Harlingen is the geographic center for the
 1-8     Rio Grande Valley of Texas and is the regional focal point
 1-9     in South Texas; and
1-10           WHEREAS, Harlingen, with its semitropical climate, is
1-11     also known as the "Tropical Playground of Texas"; in addition,
1-12     it is home to the Rio Grande Valley WhiteWings Baseball Team,
1-13     and it wholeheartedly supports Representative Brimer's effort
1-14     to bring major league baseball spring training to the Valley;
1-15     and
1-16           WHEREAS, Harlingen is also home to the Rio Grande Valley
1-17     Birding Festival, which shares the Valley's unique wildlife and
1-18     beauty of the land with visitors from across our country and
1-19     demonstrates that economic progress and prosperity can walk
1-20     hand in hand with maintaining natural ecological resources;
1-21     and
1-22           WHEREAS, The City of Harlingen's outstanding civic
1-23     leadership is moving the "Harlingen Interplex" into the next
1-24     century; the city is the world's newest crossroads of
 2-1     international commerce with world-class manufacturing firms
 2-2     such as Fruit of the Loom, Lockheed-Martin, and Keystone
 2-3     International; and
 2-4           WHEREAS, Harlingen is recognized as the home of the
 2-5     area's most advanced medical facilities and through recent
 2-6     construction has further enhanced the state-of-the-art Valley
 2-7     Baptist Medical Center and expanded educational facilities at
 2-8     one of the Valley's premier institutions of higher learning,
 2-9     the Texas State Technical College; and
2-10           WHEREAS, Harlingen, as an owner of the Free Trade Bridge,
2-11     is strategic to the full implementation of the North American
2-12     Free Trade Agreement and is a full partner in economic and
2-13     industrial development in the region and in Mexico; and
2-14           WHEREAS, Community volunteerism is a way of life for the
2-15     Harlingen citizenry, and the city boasts thousands of volunteers
2-16     in the areas of community service and environmental and social
2-17     causes; and
2-18           WHEREAS, Throughout the years, Harlingen has distinguished
2-19     itself as one of our state's most outstanding communities, and
2-20     it is indeed fitting that the city and its residents receive
2-21     appropriate legislative recognition for their many accomplishments;
2-22     now, therefore, be it
2-23           RESOLVED, That the Senate of the State of Texas,
2-24     76th Legislature, hereby designate February 17, 1999, as
2-25     Harlingen Day at the Capitol and welcome the members of the
2-26     city's delegation on their visit to Austin; and, be it further
 3-1           RESOLVED, That an official copy of this Resolution be
 3-2     prepared for the members of the Harlingen City Council as an
 3-3     expression of high regard by the Texas Senate.
