 1-2                          SENATE RESOLUTION NO. 227
 1-3           WHEREAS, The Senate of the State of Texas congratulates
 1-4     Emmett Gloyna on the occasion of his retirement as general
 1-5     manager of the Lavaca-Navidad River Authority after having
 1-6     worked an exemplary 12 years in that capacity and a total of
 1-7     40 years in the water resources industry; and
 1-8           WHEREAS, Since he began work at the authority in 1986,
 1-9     Mr. Gloyna oversaw the construction of an intake pumping plant
1-10     for the delivery of water from Lake Texana to Corpus Christi,
1-11     a 54-inch nominal water conveyance system from Lake Texana to
1-12     the Point Comfort vicinity, and a 9,000-square-foot indoor
1-13     recreation center for the Brackenridge Plantation Campground,
1-14     as well as negotiated agreements for 93 percent of Lake Texana's
1-15     water supply; and
1-16           WHEREAS, Mr. Gloyna grew up in Kress, a West Texas farming
1-17     community; in 1959, he received his bachelor of science degree
1-18     in civil engineering from Texas Tech University after having
1-19     saved since the age of 14 for his college expenses by raising
1-20     livestock and growing crops and then by working for
1-21     Texas Tech University in various jobs, for the Texas Highway
1-22     Department, the Lubbock City Engineer, the United States Bureau
1-23     of Reclamation, and for his family on their farm; by 1963, he
1-24     earned his Texas engineer's license; and
 2-1           WHEREAS, Emmett Gloyna and his wife, Deborah, have been
 2-2     blessed with two children, Brenda and Michael, and four
 2-3     grandchildren; and
 2-4           WHEREAS, Before coming to Lavaca-Navidad River Authority,
 2-5     Mr. Gloyna worked for 28 years for the United States Bureau of
 2-6     Reclamation and for 10 years as its Texas representative,
 2-7     serving as liaison for federal, state, and local agencies; and
 2-8           WHEREAS, For his work establishing a Palmetto Bend Project
 2-9     training program for handicapped individuals, the United States
2-10     Bureau of Reclamation presented Mr. Gloyna with its Citizen of
2-11     the Year Award in 1992; now, therefore, be it
2-12           RESOLVED, That the Senate of the State of Texas,
2-13     76th Legislature, hereby commend Emmett Gloyna for his
2-14     years of service to the Lavaca-Navidad River Authority
2-15     and congratulate him on his retirement; and, be it further
2-16           RESOLVED, That a copy of this Resolution be prepared for
2-17     Emmett Gloyna as an expression of the high regard of the
2-18     Texas Senate.
