 1-2                          SENATE RESOLUTION NO. 241
 1-3           WHEREAS, The Senate of the State of Texas takes pleasure
 1-4     in recognizing Beulah Ann Shepard for her many contributions to
 1-5     the City of Houston and the State of Texas; and
 1-6           WHEREAS, Born on June 14, 1921, to Emmitt and Queen Raleigh,
 1-7     Beulah was the fourth of their seven children; she grew up in
 1-8     Plain Dealing, Louisiana, where she attended local schools; and
 1-9           WHEREAS, Beulah received her fellowship at First Missionary
1-10     Baptist Church and at Mount Zion Baptist Church in Plain Dealing;
1-11     and
1-12           WHEREAS, In 1940, Beulah met and married Marshall Green;
1-13     together they had three children, Elsia, Bobbie, and MacArthur,
1-14     who is now deceased; Mr. and Mrs. Green later divorced, and she
1-15     moved to Houston in 1948; intending to stay just a few weeks,
1-16     Beulah has lived in Houston since that time; and
1-17           WHEREAS, Needing gainful employment, Beulah worked as a
1-18     housekeeper, sold furniture, worked as a waitress at the Buffalo
1-19     Grill, cooked for L. C. Cafeteria, and worked for Weingarten's
1-20     Supermarket; and
1-21           WHEREAS, Beulah met and married Lee Shepard in 1954; they
1-22     had six children:  Rickie, now deceased, Diane, Renwick, Kelvin,
1-23     Jackie, and Kay; in 1986, Mrs. Shepard adopted Jackie's daughter,
1-24     TeKarian; and
 2-1           WHEREAS, During the years while her children were growing
 2-2     up, Beulah Shepard became quite active in her community and her
 2-3     church; and
 2-4           WHEREAS, A member of Galilee Missionary Baptist Church
 2-5     since 1948, she remains an active member; and
 2-6           WHEREAS, An energetic worker, she was delighted in
 2-7     January, 1974, to take a job as a community aide for
 2-8     Commissioner E. A. "Squatty" Lyons; Beulah Shepard retired
 2-9     from the commissioner's office, and in 1992, she accepted a
2-10     position with State Senator John Whitmire as a community aide;
2-11     and
2-12           WHEREAS, Active in civic endeavors, Mrs. Shepard is a
2-13     member of the Harris County Council of Organizations and the
2-14     Texas Coalition of Black Democrats; the recipient of many honors,
2-15     she won the Acres Home Community Woman of the Year Award in 1973
2-16     and the Galilee Missionary Baptist Church Service Award in 1976;
2-17     she received a Houston Lighting and Power Influential Women of
2-18     Houston Award in 1986; and
2-19           WHEREAS, In all her activities, Beulah Shepard has given
2-20     100 percent of her care, warmth, and abilities; Houston is
2-21     fortunate indeed to count this lady as one of its most dedicated
2-22     leaders; now, therefore, be it
2-23           RESOLVED, That the Senate of the State of Texas,
2-24     76th Legislature, hereby pay tribute to the life of service
2-25     of Beulah Shepard and commend her on her many achievements;
2-26     and, be it further
 3-1           RESOLVED, That a copy of this Resolution be prepared for
 3-2     her as an expression of the highest regard and esteem of the
 3-3     Texas Senate.
