1-1 SENATE RESOLUTION NO. 246 1-2 WHEREAS, The City of Irving will miss the wisdom and 1-3 expertise of Captain Richard R. Bailey, who is retiring from 1-4 his position with the City of Irving Police Department on 1-5 February 26, 1999, after 31 years of meritorious service; and 1-6 WHEREAS, Beginning his employment with the Irving Police 1-7 Department on January 21, 1968, he was named a police agent in 1-8 1969; he advanced to the rank of sergeant in 1971, to lieutenant 1-9 in 1976, and to captain in 1995; and 1-10 WHEREAS, Upon his retirement, this noted police officer will 1-11 receive the Police Commendation Award for excellence in police 1-12 service; Captain Bailey has earned 21 commendations throughout his 1-13 career as a peace officer; and 1-14 WHEREAS, Versatile and dedicated, Captain Bailey has served 1-15 in all divisions of the police department including the Traffic 1-16 Section, the Tactical Section, the Detention and Evidence Division, 1-17 the Planning and Research Section, the Technical Services Division, 1-18 and the Criminal Investigation Division; and 1-19 WHEREAS, Captain Bailey's untiring efforts to combat crime 1-20 in Irving underscore his commitment to making the streets of Irving 1-21 a safer place to live, work, and raise a family; and 1-22 WHEREAS, A man of great ability and unquestioned integrity, 1-23 Captain Bailey is one of those courageous men who risk their lives 1-24 every day to protect the homes, neighborhoods, and lives of our 2-1 citizens; now, therefore, be it 2-2 RESOLVED, That the Senate of the State of Texas, 2-3 76th Legislature, hereby congratulate Captain Richard R.
