1-1                          SENATE RESOLUTION NO. 266
 1-2           WHEREAS, During Black History Month, the Texas Senate is
 1-3     especially proud to remember the late Captain Norman Wilfred Scales
 1-4     as one of the daring young Tuskegee airmen who were heroes in
 1-5     World War II and selflessly served their country in its time of
 1-6     need; and
 1-7           WHEREAS, Captain Norman Scales grew up in Austin, Texas,
 1-8     and graduated from Tillotson College before joining the
 1-9     United States Army; he was assigned to the Air Corps for training
1-10     and was the first Black pilot commissioned as a second lieutenant
1-11     from Austin; and
1-12           WHEREAS, Tuskegee, Alabama, was the site of his training with
1-13     the segregated squadron of 926 airmen who became renowned for
1-14     racking up the incredible record of disabling or destroying 400
1-15     German aircraft, as well as at least 1,000 ground and sea targets;
1-16     most remarkable of all, these intrepid fighter pilots managed to
1-17     achieve this record without the loss of a single bomber under their
1-18     protection in the 200 missions that they flew; and
1-19           WHEREAS, Because of his valor while flying 70 missions over
1-20     enemy territory, Captain Scales was awarded the Distinguished
1-21     Flying Cross, along with other medals, and received an honorable
1-22     discharge from the Air Force Reserve in 1963; and
1-23           WHEREAS, In recognition of Black History Month in Austin, the
1-24     city honored Captain Norman Scales and Lieutenant Melvin Sikes,
 2-1     both Austin members of the Tuskegee Airmen, by flying 100 banners
 2-2     bearing their pictures along Congress Avenue from the State Capitol
 2-3     Building to the Colorado River; now, therefore, be it
 2-4           RESOLVED, That the Senate of the State of Texas,
 2-5     76th Legislature, hereby pay tribute to the memory of
 2-6     Captain Norman Wilfred Scales for his impressive service to
 2-7     his country in World War II; and, be it further
 2-8           RESOLVED, That a copy of this Resolution be prepared for the
 2-9     family of Captain Scales to commemorate his acts of heroism and
2-10     as an expression of high regard and esteem from the Texas
2-11     Senate.
