 1-2                          SENATE RESOLUTION NO. 281
 1-3           WHEREAS, Texas College in Tyler is sponsoring an event
 1-4     recognizing "Women Changing The World" on March 3, 1999, and
 1-5     Congresswoman Sheila Jackson Lee is one of the women who is
 1-6     being honored by this celebration; and
 1-7           WHEREAS, Representing government and politics in the
 1-8     ceremony, Congresswoman Jackson Lee was reelected for her second
 1-9     term by a margin of 77.1 percent to the House of Representatives
1-10     in 1996; and
1-11           WHEREAS, During her tenure in the 105th Congress,
1-12     Sheila Jackson Lee had a pivotal role passing legislation which
1-13     dealt with human rights for children, women, and minorities; and
1-14           WHEREAS, The founder of the bipartisan Congressional
1-15     Children's Caucus, which includes 60 other members of Congress,
1-16     she has been instrumental in guarding and initiating a number
1-17     of issues vital to her constituents and all Americans; she has
1-18     assisted in gaining passage of legislation allowing the National
1-19     Science Foundation to donate their surplus scientific equipment
1-20     and computers to elementary and secondary schools; and
1-21           WHEREAS, An experienced attorney in private and corporate
1-22     law practice, the congresswoman is a member of the House Judiciary
1-23     Committee, and she serves on the Crime and the Commercial and
1-24     Administrative Law subcommittees; also a member of the Committee
 2-1     on Science, she is on the subcommittees on Space and Aeronautics
 2-2     and Basic Research and Energy; she is a dedicated supporter of
 2-3     NASA; and
 2-4           WHEREAS, Elected President of the Democratic Freshman
 2-5     Class during the 104th Congress, she was appointed by the Speaker
 2-6     of the House to the House and Senate conference committee on the
 2-7     all-important Telecommunications Reform bill; before her election
 2-8     to the House of Representatives, Representative Jackson Lee was an
 2-9     Associate Municipal Court Judge for the City of Houston and then
2-10     served two terms as one of the first African American female
2-11     at-large members of the Houston City Council; now, therefore, be it
2-12           RESOLVED, That the Senate of the State of Texas,
2-13     76th Legislature, hereby commend Congresswoman Sheila Jackson Lee
2-14     for her many contributions to the citizens of Houston and the
2-15     State of Texas and congratulate her for her selection as one of
2-16     the "Women Changing The World"; and, be it further
2-17           RESOLVED, That a copy of this Resolution be prepared for
2-18     her as an expression of the highest regard and esteem of the
2-19     Texas Senate.
