1-1                          SENATE RESOLUTION NO. 289
 1-2           WHEREAS, The members of the Hill Country Community Mental
 1-3     Health and Mental Retardation Board of Trustees are visiting the
 1-4     State Capitol on March 2, 1999, and the Texas Senate is proud to
 1-5     welcome them; and
 1-6           WHEREAS, Beginning operations on September 1, 1997, the
 1-7     Hill Country Community Mental Health and Mental Retardation Center
 1-8     serves 19 counties, whose combined population is 391,530; and
 1-9           WHEREAS, The counties included in the service area are
1-10     Bandera, Blanco, Comal, Edwards, Gillespie, Hays, Kendall, Kerr,
1-11     Kimble, Kinney, Llano, Mason, Medina, Menard, Real, Schleicher,
1-12     Sutton, Uvalde, and Val Verde; and
1-13           WHEREAS, The largest city in the area served is Del Rio,
1-14     followed by San Marcos, New Braunfels, Kerrville, and Uvalde; the
1-15     number of people assisted by the center in an average month breaks
1-16     down to:  388 children and adolescents with mental illness, 1,810
1-17     adults with mental illness, 524 people with mental retardation, and
1-18     208 families and children through the early childhood intervention
1-19     program; and
1-20           WHEREAS, The Hill Country Community Mental Health and Mental
1-21     Retardation Center encompasses 10 mental health centers, 10 early
1-22     childhood intervention centers, and eight centers for people with
1-23     mental retardation; and
1-24           WHEREAS, With 670 employees, the center's budget for fiscal
 2-1     year 1999 is $24.5 million; the help the center provides for its
 2-2     large area and population is invaluable, and its board members are
 2-3     to be congratulated; now, therefore, be it
 2-4           RESOLVED, That the Senate of the State of Texas,
 2-5     76th Legislature, hereby extend a hearty welcome to Chairman
 2-6     David Montgomery, Vice Chairman Richard Moore, Secretary/Treasurer
 2-7     John Kight, Dr. Kim Graham, Judge Tommy Reardon, Margie V. Moore,
 2-8     Dr. Sam Junkin, Tammye Carpinteyro, and Louy Younts and commend
 2-9     them for their civic activity with the Hill Country Community
2-10     Mental Health and Mental Retardation Center; and, be it further
2-11           RESOLVED, That a copy of this Resolution be prepared as an
2-12     expression of the highest esteem and regard of the Texas Senate.
