1-1 1 1-2 SENATE RESOLUTION NO. 325 1-3 WHEREAS, The Senate of the State of Texas takes pride in 1-4 recognizing Lois Jean Moore for her contributions to the citizens 1-5 of Harris County and the State of Texas; and 1-6 WHEREAS, A graduate of Prairie View A&M School of Nursing, 1-7 Mrs. Moore began her first public health care work in the emergency 1-8 room of Jefferson Davis Hospital 35 years ago; recognition of her 1-9 superior performance resulted in her promotion to emergency center 1-10 charge nurse; and 1-11 WHEREAS, During the 1960s and 1970s, her extraordinary 1-12 ability resulted in her promotion to director of nursing at 1-13 Ben Taub General Hospital; she was named administrator of 1-14 Jefferson Davis Hospital in 1977; and 1-15 WHEREAS, Earning a bachelor of science degree in nursing 1-16 during this time, she also earned a master of education degree; 1-17 Lois Moore was appointed chief operating officer for the Harris 1-18 County Hospital District in 1987; in February, 1989, she was 1-19 designated by the board of managers of the hospital district as 1-20 president and chief executive officer; and 1-21 WHEREAS, The sixth largest inpatient health care system in 1-22 the United States, the Harris County Hospital District has an 1-23 annual budget of $450 million and about 4,500 employees; the 1-24 district encompasses three hospitals, 11 community health centers, 2-1 one HIV/AIDS treatment center, and eight school-based clinics; and 2-2 WHEREAS, Mrs. Moore is one of the nation's top public health 2-3 care administrators, and her leadership has resulted in enhanced 2-4 programs for outpatient care, community health centers, and health 2-5 care for the homeless; and 2-6 WHEREAS, Keeping in mind the hospital district's mission, 2-7 quality health care for the underserved, Mrs. Moore has 2-8 succeeded year after year in being fiscally prudent, yet she 2-9 still has managed and provided a huge health care delivery system; 2-10 her hospital district has the lowest per capita tax rate of all 2-11 Texas hospital districts, and it has nearly doubled its nontax 2-12 revenue; and 2-13 WHEREAS, Active in her community, she serves on many boards 2-14 including the American Red Cross, the United Way, and the Texas 2-15 Association of Public and Non-Profit Hospitals; the recipient of 2-16 many honors and awards, she was awarded the 1994 Tree of Life Award 2-17 from the Jewish National Fund, the Outstanding Texan Award by the 2-18 Texas Legislative Black Caucus Education Committee in 1995, and the 2-19 1998 SEARCH Award for responding to the needs of the homeless; and 2-20 WHEREAS, Among her professional affiliations, she is a fellow 2-21 of the American College of Healthcare Executives and a member of 2-22 the Houston Chamber of Commerce Health Committee, the Health Policy 2-23 Institute Advisory Board, and the Greater Houston Partnership Health 2-24 Care Committee; and 2-25 WHEREAS, Lois Moore and her husband, Harold, have one 2-26 daughter, Yolanda, and a son-in-law, Mike Williams, and they 3-1 are the proud grandparents of two loving granddaughters; now, 3-2 therefore, be it 3-3 RESOLVED, That the Senate of the State of Texas, 3-4 76th Legislature, hereby honor Lois Jean Moore and her outstanding 3-5 accomplishments in Houston, Harris County, and the State of Texas; 3-6 and, be it further 3-7 RESOLVED, That a copy of this Resolution be prepared for her 3-8 as an expression of the highest esteem of the Texas Senate. 3-9 Ellis, Bernsen, Brown, Gallegos, 3-10 Jackson, Lindsay, Whitmire 3-11 ______________________________ _______________________________ 3-12 Member, Texas Senate Member, Texas Senate 3-13 ______________________________ _______________________________ 3-14 Member, Texas Senate Member, Texas Senate 3-15 ______________________________ _______________________________ 3-16 Member, Texas Senate Member, Texas Senate 3-17 ______________________________ 3-18 Member, Texas Senate 3-19 _______________________________ 3-20 President of the Senate 3-21 I hereby certify that the 3-22 above Resolution was adopted by 3-23 the Senate on March 3, 1999. 3-24 _______________________________ 3-25 Secretary of the Senate
