1-1 SENATE RESOLUTION NO. 367 1-2 WHEREAS, The Senate of the State of Texas takes pride in 1-3 recognizing the members of Preparation for Adult Living known as 1-4 PAL and in welcoming the members of the Program Youth Leadership 1-5 Committee on the occasion of their visit to the State Capitol on 1-6 March 29, 1999; and 1-7 WHEREAS, The committee is comprised of 11 young adults, 1-8 age 16 through 20, who are current or former youths in foster 1-9 care; members of the committee represent each region of Texas 1-10 and serve as a voice for Texas youths in foster care; and 1-11 WHEREAS, Sponsored by the Texas Department of Protective 1-12 and Regulatory Services, the committee reviews policies that 1-13 affect children in foster care and proposes initiatives to improve 1-14 the system; and 1-15 WHEREAS, Last year, the testimony from the Youth Leadership 1-16 Committee to the Protective and Regulatory Services Board led to 1-17 a rule change in the Texas Administrative Code, thereby helping 1-18 certain youths to receive state-paid foster care during the summer 1-19 between high school and college; and 1-20 WHEREAS, The committee has also provided important feedback 1-21 to the Protective and Regulatory Services Child Care Licensing 1-22 Division on policy to ensure the privacy of youth's mail at 1-23 child care facilities; it also recommended that youths have the 1-24 opportunity to evaluate foster parents, placements, and Child 2-1 Protective Services two months after leaving a placement; now, 2-2 therefore, be it 2-3 RESOLVED, That the Senate of the State of Texas, 2-4 76th Legislature, hereby commend members of the Preparation 2-5 for Adult Living Program Youth Leadership Committee on their 2-6 many valuable accomplishments and extend to them best wishes 2-7 for success in the future; and, be it further 2-8 RESOLVED, That a copy of this Resolution be prepared for 2-9 the committee as an expression of esteem from the Texas Senate. 2-10 West 2-11 ______________________________________ 2-12 President of the Senate 2-13 I hereby certify that the above 2-14 Resolution was adopted by the Senate 2-15 on March 9, 1999. 2-16 ______________________________________ 2-17 Secretary of the Senate 2-18 ______________________________________ 2-19 Member, Texas Senate
