 1-2                          SENATE RESOLUTION NO. 379
 1-3           WHEREAS, A. C. Burkhalter, Jr., has been selected Houston's
 1-4     Engineer of the Year for 1999, and the Texas Senate is proud to
 1-5     recognize him; and
 1-6           WHEREAS, Interested in building projects since he was six
 1-7     years old, A. C. first wanted to build a boat; it was the drawing
 1-8     of the pictures for the plans and then building the craft which
 1-9     fascinated him; and
1-10           WHEREAS, Mr. Burkhalter noted that he does not think he even
1-11     tried to make the boat float; it was the process which intrigued
1-12     him, and he has been interested ever since; and
1-13           WHEREAS, After taking as many science and engineering courses
1-14     as possible in high school, A. C. graduated in 1948 and chose
1-15     to attend Texas A&M University; he decided to major in civil
1-16     engineering, which he thought would give him the greatest amount
1-17     of experience and options; and
1-18           WHEREAS, Immediately after receiving his engineering degree
1-19     from Texas A&M University in 1952, Mr. Burkhalter was called to
1-20     active service in the United States Air Force; in the service, he
1-21     was what is now known as base civil engineer; and
1-22           WHEREAS, After leaving the United States Air Force, A. C. went
1-23     to work for Lockwood, Andrews, and Newman, consulting engineers
1-24     in Houston, for the next 17 years; and
 2-1           WHEREAS, Because of his superb work, he was offered a position
 2-2     with Friendswood Development Company, the engineering arm of Exxon;
 2-3     while working there, Mr. Burkhalter assisted with the new projects
 2-4     such as Greenspoint, Clear Lake City, and Kingwood; his role was to
 2-5     get everything built for the development company; he did the
 2-6     planning, designing, constructing the utility infrastructure,
 2-7     and landscaping; and
 2-8           WHEREAS, After taking early retirement in 1992, Mr. Burkhalter
 2-9     became a consulting engineer; he has remained quite active in
2-10     his professional associations; a member of the Texas Society of
2-11     Professional Engineers, he has been president of his local chapter
2-12     and vice president of Region IV; a life member of the National
2-13     Society of Professional Engineers, he is also a life member and
2-14     Fellow of the American Society of Civil Engineers and has served
2-15     in several various offices of the national, state, and local
2-16     organization; now, therefore, be it
2-17           RESOLVED, That the Senate of the State of Texas,
2-18     76th Legislature, hereby congratulate A. C. Burkhalter, Jr., on
2-19     his being chosen as Houston's Engineer of the Year for 1999; and,
2-20     be it further
2-21           RESOLVED, That a copy of this Resolution be prepared for him
2-22     as a memento of this special award.
